Authorizes the department of environmental conservation to engage in cooperative purchasing; authorizes intergovernmental agreements between public agencies.
Expands juvenile offender status to include rape in the first degree, criminal sexual act in the first degree, aggravated sexual abuse in the first degree, aggravated sexual abuse in the second degree and aggravated sexual abuse in the third degree if committed by persons thirteen, fourteen or fifteen years of age.
Creates crimes of reckless endangerment of public health with respect to HIV/AIDS transmission; creates crime of filing false instrument with respect to HIV/AIDS; provides for HIV/AIDS testing for alleged sex offenders and public health offenders; provides for contagious disease testing for persons in the custody of the department of corrections; provides that if an incarcerated individual tests positive notice shall be given to all employees that will have contact with such incarcerated individual.
Increases from 16 to 18 years the age at which a sexual performance by a child becomes a crime on the part of anyone using, employing, authorizing, producing, directing or promoting any such sexual performance.
Establishes the office of Native American affairs to act as a centralized office for Native American nations to access information on state programs that are provided to Native Americans.
Authorizes the fingerprinting of employees of informal child care providers; defines terms; provides that an informal child care provider means a program in a facility, other than a residence, in which child care is provided on a regular basis and is not required to be licensed by or registered with the office or licensed by the city of New York.
Establishes the "Purple Star School Program" to assist military-connected students and to recognize the value of military service and civic responsibility.
Requires the notification of a public utility company's or municipality's customers when the supply rate increases by at least forty percent and to notify such customers of bill assistance programs by posting on the utility company's website.
Establishes the intent of the legislature to generally defer to parental choices regarding the care, custody and control of their children; mandates that the death of a parent shall be a factor when considering a grandparent's standing to receive visitation or custody; directs that costs be payable by an unsuccessful petitioner where a contest was brought in bad faith.
