Exempts receipts from the services provided by a farrier in shoeing a horse including reasonable fees for travel and shoeing a horse in a remote location on a farm.
Grants excused leave to civil service employees during states of emergency as declared by the federal, state or a municipal government, when such employees are members of a volunteer fire department or a volunteer ambulance or rescue squad.
Relates to enacting the Come Home to Hunt Act, which provides for the purchase of a two-day hunting license for non-residents to hunt domestic game bird, migratory game bird, big game, and small game.
Authorizes electronic court appearances for criminal matters, excluding jury trials, in all counties in the state; authorizes electronic appearances for criminal matters where the court determines a personal appearance would be impractical, unsafe or excessively burdensome; authorizes sentencing to a period of incarceration to be conducted via electronic appearance for defendants who are already incarcerated.

Adds to the crime of aggravated harassment in the first degree when a person throws, tosses, spits, wipes, expels or transfers onto the person of another individual, without such person's consent, human or animal bodily fluids or matter, such as, but not limited to urine, blood, saliva, phlegm, feces, or any other substance defined as a bodily fluid or matter.
Includes intentionally selecting a victim based on certain actual or perceived traits in the crime of murder in the first degree; provides that sentence for commission of certain provisions of murder in the first degree is death or life without parole.
