Permits a retired member to change his or her option election or designate a new beneficiary where the beneficiary has been convicted of a family offense.
Provides that state departments, offices, agencies, and authorities are prohibited from imposing any fees, surcharges, or taxes that have not been approved by the state legislature.
Provides that the owner, lessee or occupant of premises owes no duty to keep the premises safe for entry or use by others engaged generally in recreational activities.
Requires the legislature to provide funding to reimburse localities for the costs associated with expenditures made as a requirement of any law which mandates the undertaking of a new program or increases the level of service of an existing program by a locality; requires the legislature to establish procedures for the allocation of funds among the local governments.
Requires information on resources for domestic violence and human trafficking victims to be posted in public restrooms and other areas of public buildings which shall be deemed appropriate by the office and task force on human trafficking.
Establishes a college student expense personal income tax credit for a taxpayer or his or her dependents who are enrolled full-time in an undergraduate college, equal to the amount paid for new and used required textbooks and laptop computers not to exceed one thousand dollars.
Enacts the "New York Business Emergency Relief Act of 2023"; directs the governor to use unallocated settlement funds reserved in the economic uncertainties, and any further settlement money received by the state or state surplus funds to pay the debt to the federal unemployment insurance trust fund.
Permits boards of elections to change the date of a primary election within fourteen days of an election if such election date conflicts with a religious holiday.
Extends the expiration of the provisions authorizing the county of Allegany to impose an additional one and one-half percent sales and compensating use taxes until November 30, 2025.
