Relates to the environmental assessment of a historic preservation plan; addresses environmental impact statements, dates for filing drafts of such statewide comprehensive historic preservation plan, funds available for historic preservation purposes, and the New York state archaeological survey assistance fund.
Authorizes the state to allow counties to opt out of the county cost of medical assistance payments to any new enrollees who have either never received such benefits or who have reenrolled after a period of absence; directs the commissioner of health to apply for any and all federal waivers required to implement the provisions of this subdivision.
Requires lifetime post-release supervision for offenders convicted of rape in the first degree, criminal sexual act in the first degree, aggravated sexual abuse in the first degree, course of sexual conduct against a child in the first and second degrees or sexual abuse in the first degree when the other person is less than eleven years old; prohibits good behavior allowances against a determinate sentence for a person convicted of any such crimes.
Enacts the New York state thruway authority accountability act; names the commissioner of DOT as chair of the thruway authority board; directs the commissioner of DOT to submit a plan to merge the thruway authority into the department of transportation.

Requires a defendant who causes the death of a person with children due to driving while intoxicated or impaired to pay for child support of such children until they reach the age of 18 years old.
Designates the bridge over the Sagtikos Parkway constituting the Crooked Hill Road Overpass in the town of Islip, county of Suffolk, the "Senior Investigator Thomas M. O'Neill Memorial Bridge".
Requires retail licensees for on-premises consumption of alcohol and adult-use on-site consumption of cannabis licensees have opioid antagonists to be administered to patrons, staff or individuals on premises of such establishment.
Allows for principals to be remanded into custody for drug treatment where there is a risk of continued substance abuse or the use of an opioid antagonist was required.
Establishes a training wage equal to eighty-five percent of the state minimum wage or one hundred percent of the federal minimum wage, whichever is greater, that may be paid to a youth who has no prior job experience; provides that no youth may be paid a training wage for more than one hundred eighty days.
