Relates to procedures relating to driving while ability impaired by drugs; defines impairment and intoxication; updates procedures for field testing of drivers suspected of being under the influence of drugs to include the use of oral/bodily fluid tests; provides that refusal to submit to such field tests is specified to be a traffic infraction; makes related provisions.
Requires green lights on municipal snowplows to face in the rear direction; restricts the use of green lights or a combination of green and amber lights on privately-owned vehicles utilized for ice and snow removal; prohibits the use of a device displaying combination green and white flashing lights on privately-owned vehicles utilized for ice and snow removal.
Allows students attending agricultural learning events to be counted as in attendance at school; defines "agricultural learning events" as including FFA events and 4-H programs.
Provides for electronic court appearance in a criminal action, anywhere in the state, at the discretion of the court having jurisdiction of the defendant; provides that the defendant must, after consultation with counsel, consent on the record; provides that the chief administrator of the courts must first approve the use of such electronic appearance.
Establishes the crime of committing an offense while impersonating a police officer or peace officer when they commit a specified offense and during the course of such specified offense either pretends to be a police or peace officer; establishes the criminal sanction for committing such a crime depends on the specified offense that was being committed.
Increases penalties for individuals or companies who engage in the business of cashing checks, drafts or money orders for consideration without a license; makes such violation a class E felony; provides for a fine of $2,500 for each transaction.
Establishes the "New York state veterans cemetery act"; directs the division to conduct an investigation and study on the issue of the establishment of a New York state veterans cemetery funding program.
Withholds the salary of the governor and members of the legislature if the budget is late until final ratification of the budget; forfeits withheld salary.
Allows certain judges, justices, and criminal prosecutors who are duly licensed to possess a concealed firearm, to carry such concealed firearm in court, where no magnetometer or security personnel is present.
Establishes law enforcement officer grant funds and firefighter grant funds to cover expenses related to hiring law enforcement officers and firefighters and equipment and resources for such officers and firefighters.
