Establishes the Lake Ontario assessment increase exemption; provides exemptions on any increase in assessments due to preventative measures taken at the expense of property owners to mitigate potential flood damage due to rising lake levels in the areas surrounding Lake Ontario.
Directs social services districts to contract with non-residential programs for victims of domestic violence to provide outreach and education to students in public and private high schools; provides for state reimbursement therefor.

Requires school districts to provide instructional programming and services in reading and literacy which are evidence based and aligned with state standards; requires teachers in grades pre-K through five to attend professional development courses in reading education.
Creates the legislative office of fiscal transparency; requires fiscal notes on proposed rules and executive orders affecting political subdivisions; requires legislative committee approval of certain proposed rules; requires the comptroller to make monthly reports to the legislative office of fiscal transparency.
