Requires that all inspections, cleaning and maintenance and repairs of sidewalks along state highway and municipal roads, with the exception of snow and ice removal, be the responsibility of the state.
Allows an individual school district that can utilize its own buses or vendors at a lower cost than the statewide system, to obtain reimbursement for these costs from state funds.

Requires specific actions and procedures that a public school district or the department of elementary and secondary education shall follow as a part of their proposal to phase out, merge or close a public school.
Requires DEM, when practicable, to coordinate with local fire departments to assess fire prevention at certain state properties managed by the department.
Provides a definition for "agricultural land" and removes the definition of "farmer" within the chapter on agricultural functions of the department of environmental management.
Requires insurance coverage for at a minimum up to ninety (90) days of residential or inpatient services for mental health and/or substance use disorders for American Society of Addiction Medicine levels of care 3.1 and 3.3.
Allows victims of violent crime receiving awards under the state's crime victim compensation program to use up to $1,000 of their total award to make reasonable modification to their residence to ensure their future safety.

Prohibits contractors and subcontractors from paying employees the cash equivalent of any applicable healthcare benefit in lieu of actually purchasing the healthcare benefit. Violations would be subject to civil fines.
Allows a licensed health care provider, who is assaulted in the workplace, to use the address of the department of health as the person's substitute address for all purposes, including on the police report.
