Changes the early voting period for general, primary, run-off primary and special elections for public office or party position; maintains the current early voting period for general elections in a year in which electors of president and vice president of the United States are to be elected.

Relates to the election by certain counties to withdraw from the metropolitan commuter transportation district; permits the counties of Orange and Rockland to make such election.
Relates to consents to public utilities, licenses and easements; allows the commissioner or other state agency to grant a county a license or easement for any public purpose or to construct or maintain sewers, water and property.
