Establishes the "Vets to Vollies" program which encourages veterans or discharged military personnel to join their local fire department and emergency medical service agency.
Establishes interregional enrollment of students taking classes in multiple school districts (Part A); allows students who are enrolled in and taking classes in multiple school districts to receive cooperative and individualized educational services (Part B).
Permits local boards of education to enter into contracts with a drive-sharing network of persons for reimbursement of transportation expenses for the conveyance of pupils residing in such school districts; authorizes the commissioner of education to promulgate any necessary rules and regulations; outlines certain requirements to which the local board of education shall adhere; makes related provisions.
Establishes the Stop Addictive Feeds Exploitation (SAFE) For Kids Act prohibiting the provision of addictive feeds to minors by addictive social media platforms; establishes remedies and penalties.
Establishes the New York child data protection act to protect minors from having their personal data accessed; provides exceptions in certain circumstances.
Repeals certain provisions establishing a fee for background checks on certain firearm and ammunition purchases; removes such fees as a source of funds for the background check fund.
Requires the commissioner of health to promulgate regulations requiring that the addition of, decertification of, or changes in the method of delivery of perinatal services by a general hospital be subject to an application under article 28 of the public health law that requires review and approval by the council.
Extends the maximum number of months for the reconsideration of denied applications by the parole board for parole for certain violent felony offenses from 24 months to 60 months.
Requires that any rules or regulations promulgated by the department of environmental conservation pursuant to the climate action fund are subject to a vote of the legislature and must be approved by a majority vote prior to implementation.
Enacts the "dismantling student antisemitism act", or "DSA act"; requires mandatory sensitivity training that includes the topic of antisemitism; includes reporting requirements regarding antisemitism complaints and disciplinary processes.
Includes aggravated threat of mass harm, making a threat of mass harm, aggravated harassment in the second degree, harassment in the first degree, menacing in the third degree, menacing in the second degree, menacing in the first degree, and aggravated harassment in the first degree in being eligible for bail; makes aggravated threat of mass harm and making a threat of mass harm eligible to be considered hate crimes; increases the penalties for aggravated threat of mass harm and making a threat of mass harm.
Enacts the "stop Anti-Semitism on college campuses act" to ensure no state aid is granted to any college or university that authorizes, facilitates, provides funding for, or otherwise supports any event promoting Anti-Semitism on campus; defines "Anti-Semitism".
