Establishes a maximum temperature in school buildings and indoor facilities; provides a definition of extreme heat condition days and the standard to measure room temperature.

Alters tax exemption programs for the development of new and affordable housing; defines "initial construction period" and "extended construction period"; makes related changes.
Establishes the New York state charter school commission to promote equity and diversity in educational leadership and prioritize the issuance of new charters to community-based organizations run by individuals from historically underrepresented communities.
Establishes a direct support wage enhancement to employees that provide direct care support or any other form of treatment, to individuals with developmental disabilities and whose income is less than $125,000.
Prohibits cases from being closed without a hearing or written stipulation; requires a stenographic record of all hearings held; requires minutes and decisions to be provided to the injured worker in their native language.

Establishes the bilingual teachers of tomorrow teacher recruitment and retention program to attract and retain bilingual, certified teachers in schools with a bilingual teacher shortage; provides for grants and procedures for applying for such grants and eligibility requirements for fund distribution.
Implements the "New York State Build Public Renewables Act"; requires the New York power authority to provide only renewable energy and power to customers; requires such authority to be the sole provider of energy to all state owned and municipal properties; requires certain New York power authority projects and programs pay a prevailing wage and utilize project labor agreements.
Enacts the "New York Power Authority Public Renewables Standby Act"; authorizes the power authority of the state of New York to support the goal of the climate leadership and community protection act by entering into contracts with companies, not subject to the public service commission's cost-of-service ratemaking, to procure through a competitive process the power and/or renewable energy credits from any renewable energy project in New York state; increases the number of trustees of the power authority to seventeen.
