Relates to residency requirements for paid firefighters in a city with a population of one million or more; requires any person appointed as a paid member of the uniformed force of a paid fire department of a city with a population of one million or more to become a resident of any political subdivision or municipal corporation within such city within one year of their appointment and to continue to reside within any such political subdivision or municipal corporation.
Relates to rental discrimination based upon consumer credit history; prohibits a person from refusing to rent or lease or otherwise to deny to or withhold from any person or group of persons housing accommodations because of the consumer credit history of such person or persons, or to represent that any housing accommodation is not available for rental or lease when in fact it is so available; defines consumer credit history.
Relates to establishing the New York state council on mental health emergency and crisis response to make recommendations on topics including but not limited to: identifying best practices for response to mental health crises; initiatives to increase training opportunities and participation of mental health professionals, and other qualified individuals as members of mobile crisis outreach teams; identify training needs and methods to improve diversion from hospitalization after response from a mobile crisis outreach team; identify the need for establishing mobile crisis outreach teams in each region of the state and accessing alternatives to hospitalization; public education and outreach on the benefit of mobile crisis outreach teams and how to access their services; and any other recommendation deemed appropriate by the council.
Relates to implementing equal employment opportunity and affirmative action for classified civil service positions in the service of the state; requires that each agency have a full-time affirmative action officer who reports directly to the agency head.
Requires employers to provide up to ten additional days of unpaid leave for absences when the employee or employee's family member has been the victim of domestic violence, a family offense, sexual offense, stalking or human trafficking upon the employee's request for reasons related to such offense or offenses.
Requires the same benefits and services for post-traumatic stress disorder for emergency dispatchers and correction officers as are afforded police and firefighters.
Relates to the use of body-worn cameras by police officers; requires the department of environmental conservation and the office of parks, recreation and historic preservation establish a program to provide and require officers to wear body-worn cameras while on patrol.
Relates to establishing the COVID-19 children scholarship; provides that children whose parent, primary caretaker or sibling died or was disabled as a result of contracting COVID-19 shall be eligible for such scholarship.
Relates to jurisdiction over police discipline; provides that the civilian complaint review board and the police commissioner shall have concurrent jurisdiction over the discipline of the New York city police department and of the police force of the department.
Prohibits the investment of certain public funds with the Trump organization; directs the comptroller to take appropriate action to sell, redeem, divest or withdraw any investment held in such organization.
Enacts the "NYS net neutrality protection act"; relates to state contracts being only with internet service providers compliant with net neutrality; prohibits the purchase of internet services from a non-net neutral source of internet services; requires certain disclosures by internet providers.
