Relates to regulation of the billing by general hospitals and the distribution of funds from the general hospital indigent care pool; requires use of a uniform application form and policy.
Provides for the sale of salvaged airbags; allows for the sale of non-deployed recycled airbags in New York, provided that such airbags meet required safety standards.
Directs the commissioner of the division of homeland security and emergency services to conduct a review and analysis of the security measures taken at the transportation facilities of the metropolitan transportation authority and its subsidiaries; requires such director to issue confidential reports of his or her findings and recommendations.
Relates to the purchase of zero-emission buses and the procurement of electric-powered buses, vehicles or other related equipment and infrastructure; requires public utilities to have infrastructure, capacity, facilities, and transmission and distribution systems needed to supply power for the charging of zero-emission buses and provides a tariff for charging of electric buses.
Expedites the distributions of funds for the supervision and treatment services for juveniles program; requires that eligible municipalities receive the sum equivalent to at least their last approved supervision and treatment services for juveniles program plan.
Establishes visiting policies for incarcerated people, to provide incarcerated people opportunities for personal contact with relatives, friends, clergy, volunteers and other persons to promote better institutional adjustment and better community adjustment upon release.
Permits Gold Star families to use any of the public campsites, parks and other public places of recreation in this state free of charge; defines "veteran".
Prohibits the use of certain restraints and aversive interventions against students; includes policies and procedures for responding to students who have mental health crises in school safety plans; provides that no student shall be subjected to chemical restraints, mechanical restraints, or seclusion on school property; requires the board of education or trustees of each public school and school district to develop a procedure to notify the parent or legal guardian of a student on the same day a physical restraint is applied on such student, such student is placed in a time out room, or such student is subjected to a prohibited form of discipline.
Provides that if a school building is designated as a polling place, the board or body which controls such building shall provide a space that is not easily accessible to areas of the building where instructional activities are taking place, and if such a space cannot be provided that meets such criteria, the board or agency which controls such building shall cancel in-person instructional activities during the operating hours of such poll site.
Exempts certain child day care grant awards such as child stabilization grants from taxation; allows child day care providers an extension of time of the original 90 day period to make necessary changes or accommodations to their facility to meet licensing requirements; grants the office of children and family services authority to grant additional extensions of time, if necessary.
Removes language requiring the state from moving public safety surcharge funds into the state general fund; increases from seventy-five million dollars to one million dollars available for grants or reimbursements to counties for the development, consolidation, or operation of public safety communications systems or networks designed to support statewide interoperable communications for first responders.
