Prohibits public food service establishments operating in the state from providing excess food service items including utensils, condiments, napkins and extra containers, to any customer except upon, and in accordance with, the express request of that customer.
Establishes the office of black male excellence to analyze and provide recommendations regarding issues relating to black males including education, criminal justice, health, mental health, economic opportunity, employment, fatherhood, mentorship, violence, public safety, and quality of life.
Provides that a scholarship for academic excellence that is declined by a student prior to the end of their high school program shall be granted to the next most qualified student, if practicable.
Provides for state assistance to local governments for the enforcement of fire prevention and building codes using monies paid into the code enforcement account.
Enacts the "Michael K. Williams law" to establish a grant program to incentivize counties and municipalities to reduce prison populations; makes an appropriation therefor.
Requires the division of criminal justice services to formulate a protocol for the regulation of the use of artificial intelligence and facial recognition technology in criminal investigations; restricts the use of artificial intelligence-generated outputs in court.
Enacts the "New York state nurse employment, enhancement and dignity act" to provide hazard pay to nurses during a state disaster emergency, an annual tax credit for nurses, a student loan forgiveness program for nurses, and preferential school admission for nurses.
Requires the department of health to develop and distribute educational materials, such as pamphlets and posters, to the public relating to common myths and misconceptions associated with asthma through healthcare providers, schools, and other channels.
Provides additional qualified persons who may verify domestic violence for purposes of permitting the termination of residential lease by victims of domestic violence.
