Relating to education; to establish the Parental Rights in Children's Education (PRICE) Act relating to K-12 education; to secure the fundamental constitutional rights of parents to direct the education of their children; to create the PRICE Program; to establish a three-year phase-in period; to provide definitions; to establish the roles and responsibilities of the Parent Advisory Board, the Commissioner of Revenue, and the Department of Revenue; to create a process for granting education savings accounts; to establish funding mechanisms for the costs of education savings accounts and the administration of the program; to specify qualified expenses; to create requirements for education service providers; to establish an auditing, denial, and appeal mechanism for expenses, parents, participating students, and education service providers; to provide safeguards against any additional state control over or interference with nonpublic schools, their students, and their families; and to provide for legal remedies.

Relating to infants; to add a new Chapter 25A to Title 26 of the Code of Alabama 1975; to require certain safe haven locations and certain hospitals to accept a surrendered newborn infant; to give the Department of Human Resources custody of a surrendered newborn infant; to allow a parent who surrenders a newborn infant to reclaim the infant in certain circumstances; to provide certain affirmative defenses to a parent who surrenders a newborn infant; to exempt a surrendered newborn infant from certain reporting requirements; to provide for a limitation of liability; to authorize the Department of Human Resources to adopt rules; and to repeal Sections 26-25-1 through 26-25-5, Code of Alabama 1975, relating to leaving an abandoned infant with an emergency medical services provider.

Relating to state income tax credits; to authorize a tax credit to physicians and dentists who provide medically necessary health care to a medically indigent person at no cost; and to provide for the adoption of rules.

Relating to Opioid Addiction Treatment; to repeal the Medication Assisted Treatment of Opioid Use Act of 2019, codified as Sections 20-2-300 through 20-2-302, Code of Alabama 1975, that provide for adoption of rules governing use of buprenorphine in the treatment of opioid addiction and a standing working group to assist in drafting the rules.
