Enacts the "children and recovering mothers (CHARM) act" to provide guidance, education and assistance to healthcare providers caring for expectant mothers with substance use disorder; provides for the screening of newborns for substance abuse exposure.
Requires passenger cabs be inspected for unsafe carbon monoxide levels; requires information on the warning signs of carbon monoxide poisoning to be distributed with each operator's license, whether issued or renewed.
Relates to establishing mandatory continuing law enforcement education for peace officers; requires peace officers to biannually complete a minimum of 32 credit hours of training including de-escalation techniques, implicit biases and mental health training.
Relates to expanding the persons responsible for reporting cases of suspected child abuse to include employees, volunteers, or agents of any corporate entity having an agreement with a municipality as a tier II facility or any other shelter providing temporary housing to persons under the age of 18.
Provides for the state board of elections to undertake a study of the feasibility for voting by mail, telephone and/or the internet; authorizes a pilot program for such voting during the study; requires a report to the governor and legislature.
Directs the department of corrections and community supervision to test a program of supplying incarcerated individuals with tablets for educational and recreational means.
Provides that records of eviction proceeding shall be sealed when the leased property was foreclosed upon; prohibits use and disclosure of any such information relating to a tenant; imposes fine of between $1,000 and $2,000 for violations thereof.
