Relates to establishing distinctive "Women Veterans" plates and the women veterans support fund; establishes that moneys of the fund will be used for women veteran homelessness, counseling and other programs that support women veterans.

Relates to the purchase of zero-emission buses and the procurement of electric-powered buses, vehicles or other related equipment and infrastructure; requires public utilities to have infrastructure, capacity, facilities, and transmission and distribution systems needed to supply power for the charging of zero-emission buses and provides a tariff for charging of electric buses.
Relates to providing veterans' housing; requires state agencies that provide shelter to homeless veterans to do so based on federal housing first principles without preconditions or barriers.
Enables public libraries to access employment preparation education (EPE) funds to provide adult literacy education; sets aside one million dollars to be awarded through a competitive grant process; provides that half of such appropriation shall be set aside for libraries serving a population of one million or more.
Relates to attendance policies for employees of the metropolitan transportation authority or contractors of Nassau and Suffolk counties providing public transportation regarding time off for medical services and court appearances.
Prohibits co-location of a charter school in a public school building in a city school district in a city having a population of one million or more inhabitants.
