Establishes the New American homebuyer assistance program within the state of New York mortgage agency to assist first time homebuyers by imposing flexible documentation guidelines that take into account foreign documentation of income and assets.
Requires department of motor vehicle forms, tests and applications for permits and licenses in a city with a population of one million or more to be available in Punjabi, Bengali and Hindi.
Provides that a sponsoring agency shall give notice to persons owning property within 500 feet of a proposed site of a community residential facility; requires hearings to include evaluation of alternative sites; gives the municipality additional time to respond; gives municipality sixty rather than forty days after such notice to approve or object to the proposed site.
Relates to extending certain filing deadlines for the industrial and commercial abatement program by authorizing the department of finance to accept certain applications for an additional three months.
Directs the commissioner of mental health to review all proposals by an agency to provide new services at a new facility, expand the size of existing facilities or change the type of services that are provided at facilities within a city of one million or more; provides a definition for the types of facilities subject to such review; directs the commissioner of mental health to issue a report regarding such review.
Establishes a gang prevention coordination council to evaluate the needs and strengths of local governments in each county of the state relating to juvenile delinquency, gang activity, and gang violence and prevention, award grants to local government agencies and not-for-profit corporations; publish guidelines for local governments to implement evidence-based practices to prevent gang activity and prevent youth from joining gangs; makes related provisions.
Allows a tenant to offset against future rental payments the cost of certain emergency repairs a landlord is either unwilling or unable to correct within twenty-four hours of notice to the landlord of the need for such emergency repair, provided that the tenant provides landlord with itemized cost accounting of all emergency repairs made.
Provides final discipline authority over civilian complaints to the civilian complaint review board; creates a hearing officer and adjudicative body for such complaint review board.
