Enacts the "Renewable Capitol act"; requires the office of general services, in consultation with the power authority of the state of New York, to ensure that all operations that power, heat or cool the empire state plaza complex shall entirely use renewable energy systems; requires the office of general services to establish an advisory committee to advise the office of general services on the preparation, design and content of a plan for the use of renewable energy systems.
Repeals provisions relating to resolutions of disputes in the course of collective negotiations with certain deputy sheriffs to provide such deputy sheriffs with the same interest arbitration scope as municipal police officers.
Protects individuals who provide or receive legally protected health activity, including reproductive health care and gender-affirming care, from criminal or civil liability or professional sanctions imposed by jurisdictions outside the state.
Establishes a captive insurance program for commuter vans, black cars, ambulettes and paratransit vehicles, small school buses, and charter buses that are engaged in the business of carrying or transporting nine to twenty-four passengers for hire; pre-arranged for-hire vehicles and accessible vehicles; defines terms.
Establishes a bill of rights for the unhoused; provides that no person shall be denied certain rights because of a state of homelessness nor shall such persons be harassed, cited, fined, or arrested by law enforcement, security personnel, public employees, or private citizens for the exercise of certain rights; describes rights; provides for a bill of benefits of the unhoused for the free provision of a postal address and the right to juridical services to ensure protection from the violation of their protected rights; requires the office of temporary and disability assistance to create a pamphlet of such rights; makes related provisions.
Relates to the labeling, marketing and safety requirements of vapor products; prohibits labeling or marketing vapor products with certain terms, designs, or imagery; prohibits marketing such products to persons under 21; establishes penalties for violating such provisions; establishes the vapor products compliance fund.
Requires free internet service in households with students who live at or below the poverty level; directs broadband companies to install and/or upgrade broadband services in educational facilities.
Requires the commissioner to promulgate rules and regulations requiring entities proposing construction of a new building development within one mile of a transit facility to submit environmental impact statements; defines transit facility.
