Relates to the recovery of costs for the response costs and damages to natural resources as a result of the illegal disposal of waste; establishes that expenditures made by the department as a result of the illegal disposal of waste shall be a lien against the person who is responsible for such illegal disposal.
Directs the mayor's traffic representatives to work with members of the New York city council and New York city department of transportation to establish a comprehensive commercial parking plan for the city in which frequently traveled routes and abandoned or decrepit infrastructure along highways and thruways are identified in order to develop an action plan for building commercial parking in the 5 boroughs.
Establishes a comprehensive electric vehicle fast charging station implementation plan; requires the New York state energy and research development authority to further establish a "Fast Charge NY working group" to develop such plan; makes related provisions.
Requires insurers which issue contracts providing long term care benefits to maintain records of policies cancelled during each year and requires that such records indicate which policies were cancelled due to, or within thirty days after, an increase in policy premiums.
Expands eligibility for loans and grants pursuant to the resilient retrofits loan and grant program for private sewer repairs and upgrades; establishes the resilient retrofits loan and grant fund.
Provides that anyone who directs, hires, requests, encourages, orchestrates or invites another individual to cause a collision involving a motor vehicle shall be guilty of staging a motor vehicle accident in the second degree.
Relates to electronic financial disclosures of members and candidates of the legislature; requires creation of electronic version of disclosure statement; directs the commission on ethics and lobbying in government shall make available an editable, electronic, readable and searchable version of the annual statement of financial disclosure by January 1, 2026.
Requires actuarial certification of certain rate determinations made by the superintendent, in accordance with practice standards established by the actuarial standards board.
Relates to authorizing the superintendent of financial services to grant three credit hours of continuing education for a licensees' active membership in a statewide professional insurance producer association.
Relates to replacement of individual life insurance policies or annuity contracts; amends provisions relating to misrepresentations and misleading statements; requires replacements regulation be consistent with policies of the national association of insurance commissioners.
Ensures that insurers are permitted to offer loss prevention programs as long as such programs are offered to the general public and the insurer's policyholders.
Prohibits the keeping of inventory, storage, warehouse, processing, packaging, shipping or distributing of flavored vapor products near where vapor or tobacco products are sold at retail or wholesale.
