Relates to the submission of a twenty-year capital needs assessment to the metropolitan transportation authority capital program review board; provides that such assessment shall be adopted by not less than a majority of members of the authority in the office, except in the event of a tie.
Provides that an unsuccessful offerer may additionally request a written explanation comparable to such debriefing to be provided by mail or electronic mail, which the state agency shall provide within sixty days of the offerer's request for a written explanation; lengthens the period in which a debriefing shall be requested by the unsuccessful offerer and the length of time in which a state agency must respond from 15 days to 30 days.
Amends the definition of "health care personnel" to define the term "temporary services" as health care services contracted for an initial term of less than twenty-four continuous months; requires a temporary health care services agency to annually submit to the department of health copies of all contracts between the agency and a health care entity to which it assigns or refers health care personnel.

Authorizes the state board of elections to reject the use of voting machines or systems on the grounds that such machines or systems are not proper, safe, or secure.
Requires the community gardens task force to conduct an assessment of all community gardens located on publicly owned land in the state to facilitate each garden's designation as a critical environmental area.
Relates to the indemnification of directors, officers and key persons; ensures the survival of indemnification in case of a merger or consolidation of a corporation; provides that once a right to indemnification arises, it continues to benefit a former director, officer or key person's and their heirs and estate; makes related provisions.
Directs the New York city transit authority and metropolitan transportation authority to ensure the proper operation of security cameras at subway stations and report thereon.
Provides that no suspension of a registration shall occur for a violation regarding cashless tolls absent clear evidence of an owner's intent to repeatedly evade paying such tolls.
Provides for advance payment of the earned income credit by employers, the commissioner of the department of taxation and finance and the commissioner of New York City's department of finance.
