Relates to the powers and duties of the citizens advisory committee of the MTA and membership on the Long Island Rail Road commuter council, the Metro-North railroad commuter council, and the New York city transit riders council.
Provides that charges imposed by certain state chartered banking institutions in connection with a check or other written order drawn on insufficient funds shall not exceed the greater of five dollars or the pro rata share of such state chartered banking institution's total direct costs and charge-off losses for providing non-covered overdraft credit.
Prohibits the sale of birds at retail pet shops; provides exceptions for certain domesticated game birds and other birds including chickens, turkeys, guinea fowl, peafowl and pigeons.
Requires that when a buyer enters into a contract to purchase a condominium or cooperative housing unit, the property management company or board of managers shall provide the buyer with records of the most recent inspection and engineering reports and permits for the subject property.
Requires the establishment of health and safety guidelines for cats living in retail food stores to ensure the humane treatment of such cats while adhering to relevant health code provisions.
Establishes a co-shelter toolkit of best practices, resources, case studies and other information deemed helpful to inform and encourage the implementation and sustenance of co-shelter models for victims of domestic violence and people experiencing homelessness with companion animals; makes related provisions.
Amends the composition of rent guidelines boards and the factors to be considered in establishing annual rent adjustments; eliminates the price index of operating costs as a factor in determining rent increases.
Relates to program eligibility for plans comparable to Medicare part D; provides for analysis of health plans by the department of health to determine whether such health plans meet or exceed the Medicare part D standard; requires the department of health, in consultation with the department of financial services, to notify prescription drug insurers of the provisions of this act.
Prohibits participation in torture of incarcerated individuals by health professionals; prohibits a health care professional from engaging, assisting or planning the torture of an incarcerated individual; requires health care professionals to report torture.
Enacts the "fostering affordability and integrity through reasonable (FAIR) business practices act", to expand the attorney general's ability to protect New Yorkers from unfair, deceptive and abusive business practices.
Provides for the designation by a general hospital of persons to identify infectious disease processes, conduct surveillance and epidemiologic investigations, and develop plans to prevent and control the transmission of infectious agents within general hospitals.
