Prohibits public employers from diminishing health insurance benefits provided to retirees and their dependents or the contributions such employer makes for such health insurance coverage below the level of such benefits or contributions made on behalf of such retirees and dependents by the public employer as of December 31, 2021.
Relates to professional obligations under the physician loan repayment program; provides an option to practice as a physician engaged in private practice in an underserved area.

Increases the maximum penalty for concealing a license plate to a fine of one thousand dollars; includes covering a license plate with glass or plastic material as part of the increased fine for concealing a license plate.
Prohibits a municipality from relocating migrants from such municipality to another municipality in New York unless and until a resolution authorizing the relocation has been adopted by the governing bodies of both the municipality to which the migrants are to be relocated and the county in which the receiving municipality is located; mandates written notice prior to location; provides for a fine for violations.
Creates 10 interagency placement committees throughout the state to recommend treatment and rehabilitation programs or strategies for youths with co-existing mental disabilities; directs such committees to establish a process by which youths can be referred to such committees; directs such committees to submit a report annually to the governor and legislature identifying gaps in treatment and rehabilitation options, and any plans or recommendations to increase such options.
Includes exposing another person to fentanyl, a fentanyl derivative or an opiate containing fentanyl or a fentanyl derivative in the definition of the offense of assault in the first degree.
Allows certain judges, justices, and criminal prosecutors who are duly licensed to possess a concealed firearm, to carry such concealed firearm in court, where no magnetometer or security personnel is present.
