Establishes a temporary state commission to study and investigate the effects of the COVID-19 pandemic response on deaths in nursing homes; provides for the repeal of such provisions upon expiration thereof.

Requires industrial development agencies to only include jobs filled by residents of New York state when assessing the progress of projects that are provided financial assistance.
Disallows the suspension or revocation of a domestic violence victim's driver's license or registration for non-payment or lapse of insurance coverage upon a proper showing of current insurance and a court order or attorney affirmation that such individual is in fact a victim of domestic violence.
Establishes the New York small business relief fund to provide grants to small businesses who have suffered economic hardship as a result of the COVID-19 pandemic; provides for a tax write-off for gifts made to such fund.
Provides for funding for the consolidated local street and highway improvement program and the COVID-19 pandemic small business recovery grant program from a percentage of online sales taxes.
