Relates to defining veteran; includes national guard members who have served for at least twenty years, part of which was during any war or period of hostilities.
Provides public health insurance coverage for children who are eligible for such coverage under the age of six to continue until they reach the age of six.
Establishes the Stop Addictive Feeds Exploitation (SAFE) For Kids Act prohibiting the provision of addictive feeds to minors by addictive social media platforms; establishes remedies and penalties.

Establishes the emergency safe return of U.S. citizens or permanent residents from Israel or Palestine fund to provide reimbursement to United States citizens or permanent residents who reside in the state of New York for expenses arising from leaving Israel or Palestine during or as a direct result of the conflict that started on October 7, 2023.
Requires the commissioner of health to promulgate regulations requiring that the addition of, decertification of, or changes in the method of delivery of perinatal services by a general hospital be subject to an application under article 28 of the public health law that requires review and approval by the council.
Relates to permits and financial security for reclamation for salt mining beneath a lake; requires such permits to be subject to environmental quality review procedures; requires financial security to cover any damages directly or indirectly resulting from salt mining activities beneath a lake, including, but not limited to, those resulting from collapse or water contamination.
Imposes an excise tax on the gross receipts of the sales of firearms, major components of firearms and ammunition; establishes the gun violence prevention and school safety fund.

Requires town and village justices be admitted to practice law in New York state for at least five years as of the date they commence the duties of office.
Requires any dealer where lithium-ion batteries, bicycles with electric assist, micromobility devices and limited use motorcycles are sold at retail or repaired, and/or lithium-ion electric batteries are housed in a storage facility to maintain functional fire protection and suppression measures effective against lithium-ion battery and electrical fires, including but not limited to Class B extinguishers, battery cases, and automatic monitoring and detection; authorizes the department of state to promulgate necessary rules and regulations; imposes a fine of $250 for a knowing violation to comply with such provisions.
Protects wolves by requiring animals which could be wolves be submitted for a DNA test and, when determined to be wolves, requiring the department take action to protect wolves from being taken in the future.
Requires a report on individuals who are the primary caregiver for an older adult, including the number of individuals who are primary caregivers for an older adult, the average age of a primary caregiver, the cost to an individual to provide care to an older adult, and the economic value and savings to the state of such individual's services.
