Establishes the natural carbon sequestration research program to develop innovative science-based solutions to facilitate sequestration of carbon in New York's natural and working lands; provides funding for such program.
Eliminates bail for all offenses; provides for imposition of restrictions and conditions and remand for certain offenses; directs consideration of a defendant's character, reputation, habits, mental condition, activities and history, and whether they pose a danger to themselves, another person or the community, when determining a securing order; creates the commission on public safety reform to issue a determination on which offenses should be eligible for pretrial detention.
Relates to authorizing and regulating the use of electronic bell jar vending machines; requires responsible placement and operation of electronic bell jar vending machines; allows for geographic considerations for such machine placement.
Allows a beneficiary of a member whose death occurs on or after July 1, 2025 and who would have been entitled to a service credit at the time of such member's death to elect to receive a lump sum payment equal to the pension reserve that would have been established had the member retired on the date of such member's death.
Enacts the "ratepayer disclosure and transparency act" which requires a monthly report that includes the estimated or actual ratepayer costs and benefits of any mandated state energy program to the governor and legislature including any New York climate leadership and community protection act compliance costs.
Relates to procedures relating to driving while ability impaired by drugs; defines impairment and intoxication; updates procedures for field testing of drivers suspected of being under the influence of drugs to include the use of oral/bodily fluid tests; provides that refusal to submit to such field tests is specified to be a traffic infraction; makes related provisions.
Establishes procurement goals that certain percentages of all food and food products purchased by state agencies shall be New York state food products.
Allows students attending agricultural learning events to be counted as in attendance at school; defines "agricultural learning events" as including FFA events and 4-H programs.
Extends provisions allowing the county of Fulton to impose a county recording tax on obligation secured by a mortgage on real property to November 30, 2027.
Authorizes school districts to establish reserve funds for special services or programs upon approval by the board of education of such district in an amount not to exceed 10% of other reserve funds of the district.
Relates to purchases of food products for school meals from New York state farmers, growers, producers or processors; prohibits sale of school foods containing certain synthetic color additives; establishes a "healthy kitchens, healthy schools program" to provide grants for kitchen upgrades; prohibits school meals from containing more than 25 grams of added sugars per day, in aggregate.
