Enacts "Melanie's law"; relates to orders of protection; allows courts to issue orders of protection for immediate family members or household members of the named victims, regardless of age.
Enacts the lead pipe right to know act requiring public water systems to take service line inventories and make such information available to the public.
Requires an agency responding to a request for public employee disciplinary records to develop a policy to notify the public employee whose personal information is subject to the request.
Establishes the safe water and infrastructure action program for the purpose of making payments toward the replacement and rehabilitation of certain existing local drinking water, storm water and sanitary sewer systems; applies to any county, city, town, village or public authority drinking water system, storm water system or sanitary sewer system within the state that is not under the maintenance and/or operational jurisdiction of a private entity; does not apply to NYC.
Requires bi-monthly reporting on deceased voters and certain persons subject to forfeiture of the right to vote in order to accurately maintain the statewide voter registration list.
Repeals the provision of law that volunteer firefighters and ambulance workers who receive a real property tax exemption for service may not receive the income tax credit for such service.
Caps the amount of taxes a senior has to pay on his or her real property at the amount such individual paid in the year in which he or she turned 65; provides that the individual claiming the limitation must be the owner of the property and must reside in the property for at least seventy-five percent of the year.
Directs the office of children and family services to develop and post a list of eligible substitute day care staff who can be used by a child day care provider in a time of need.
Relates to care and protection of children; adds to the definition of children at risk infants who test positive for a controlled substance not prescribed by a physician, in their bloodstream or urine, are born dependent on such drugs or who demonstrate drug withdrawal symptoms, or who have been diagnosed with a condition attributable to in utero exposure to illegal drugs.
Establishes the open data law requiring the office of information technology services to establish an open data website and requiring covered state entities to publish certain data on such website.
Requires enhanced federal medical assistance percentage funds be directly shared with the counties and the city of New York; requires the comptroller examine and audit all funds received from the enhanced federal medical assistance percentage and the distributions made to counties and the city of New York.
Authorizes the legislative commission on the development of rural resources to study the effectiveness of pond and lake management programs; provides for the comprehensive control and mitigation of harmful algal blooms in both marine and fresh water; and provides for emergency response to water contaminations by algal bloom or hypoxia.
Requires a New York state driver's license or non-driver ID, a United States passport, an identification card issued by a United States educational institution, a United States military identification card, a government issued medical card, or any identification card issued by the United States or the state of New York to be presented when casting a ballot.
