Requires school boards to make the final decision on whether to keep, remove, or restrict access to an instructional material in a school library; establishes a review process for formal complaints concerning instructional materials that are the subject of complaints.
Criminalizes the act of engaging in any scheme, plan or pattern to transport an undocumented immigrant from any location outside of New York state to a location within New York state with the intent of dropping such person off in any municipality or federal property located wholly within New York state boundaries or to transport an undocumented immigrant from any location within New York state to another location within New York state with the intent of dropping such person off in any municipality or federal property located wholly within New York state boundaries.
Establishes a civil cause of action for employees who are subjected to an abusive work environment; provides employers shall be vicariously liable for such work environment.
Establishes a highway and depot charging needs evaluation to assist in achieving targets set forth by the climate leadership and community protection act, zero-emissions vehicle sales target and regulations, including the advanced clean truck, advanced clean cars II rules and the zero-emissions school bus mandate.
Requires law enforcement and courts to notify the United States Immigration and Customs Enforcement agency (ICE) when an arrested person or defendant is not a United States citizen; adjusts certain maximum sentences for class A misdemeanors and unclassified misdemeanors; requires notification to be made to the United States Immigration and Customs Enforcement agency prior to the release of certain noncitizens; repeals provisions of the "protect our courts act".
Authorizes school districts to submit an opt-out waiver to the commissioner of education authorizing such districts to opt-out of certain zero-emission school bus requirements.
Provides that a member of a public retirement system of the state may obtain a total not to exceed three years of service credit for up to three years of military duty if the member has completed a term of state service, under orders from the governor of the state of New York, and as certified by a letter of release from such orders issued by the state division of military and naval affairs.
Provides that any fertilized human ovum or human embryo existing outside of the uterus of a human body shall not be considered an unborn child, a minor child, a natural person, or any other term that connotes a human being for any purpose under state law.
Provides for service of notice of violations of any provision of title sixteen of the administrative code of the city of New York by the department of sanitation on a respondent that is a closed commercial establishment.
Enacts the criminal street gang abatement act which provides enhanced penalties for persons involved with criminal street gangs; establishes the crime of gang solicitation of minors on school grounds; allows for roving interceptions by police after adequate cause is shown; establishes the witness protection fund.
Requires state agencies to submit annual reports to the financial committees of the legislature accounting for all fines, fees and surcharges, the purpose of such fine, fee or surcharge, and where such fines, fees, interest and surcharges were deposited; directs unassigned fees to be deposited into the general fund.
Establishes the "Not on our dollar!: Ending New York funding of Hamas violence act" to prohibit not-for-profit corporations from engaging in unauthorized support of Hamas and nations known to fund middle-eastern terrorist group activity; allows for recovery of a civil penalty by the state attorney general; creates a private right of action for violations.
Prohibits persons affiliated with terror organizations from being appointed to permanent, temporary or provisional positions in the state civil service system.
