Requires lifetime post-release supervision for offenders convicted of rape in the first degree, criminal sexual act in the first degree, aggravated sexual abuse in the first degree, course of sexual conduct against a child in the first and second degrees or sexual abuse in the first degree when the other person is less than eleven years old; prohibits good behavior allowances against a determinate sentence for a person convicted of any such crimes.
Relates to requiring the use of project labor agreements for large scale construction projects under the state university construction fund; provides an exception to such requirement may be granted; provides that the fund may require every contractor become party to a project labor agreement.
Provides that no policy of group accident, group health or group accident and health shall impose copayments for physical or occupational therapy greater than the copay for similar services provided by a physician.
Prohibits the knowing sale of xylazine to persons under the age of 21 and without proof of the intended use for institutional, veterinary, or scientific purposes.
Extends the moratorium on the issuance of certificates of environmental safety for the siting of facilities and certification of routes for the transportation of liquefied natural or petroleum gas.
Relates to funds used for the physician loan repayment program and the regents physicians loan forgiveness program for physicians practicing in designated physician shortage areas and creates the medical malpractice rate relief program within the regents physician loan forgiveness program in designated physician shortage areas.
Directs the MTA to rename the Eltingville transit center the Iraq War and Afghanistan War Veterans' Memorial Transit Center; provides for the repeal of such provisions upon the expiration thereof.
