Repeals managed long term care provisions for Medicaid recipients; establishes provisions for fully integrated plans for long term care including PACE and MAP plans.
Enacts the Long Island power authority public power act to facilitate transition of the Long Island power authority into a full public power model through modifications of its authority to manage, operate and control utility operations in its service area as well as to modify its statutory, fiduciary, financial and related obligations.
Establishes a civil cause of action for employees who are subjected to an abusive work environment; provides employers shall be vicariously liable for such work environment.
Amends procedures required for the custodial interrogation of children to provide additional protections and for taking juveniles and sixteen and seventeen year olds into custody.
Establishes the retail worker safety act requiring retail worker employers to develop and implement programs to prevent workplace violence; directs the department of labor to produce a model workplace violence prevention training program; requires employers to provide training on such programs; requires the installation of panic buttons at certain workplaces or wearable or mobile phone-based panic buttons to be provided.
Relates to automated identification of OTDA assistance program participants; identifies entities to be defined as a "utility corporation"; requires utility corporations to administer secure transmission of participant data; requires utility corporations to conduct automated file matching with OTDA assistance program participant accounts; directs utility corporations to notify participants of automatic enrollment in utility corporation affordability program; makes related provisions.
Directs the department of civil service to collect and analyze health care claims data from the Empire Plan or its successor to develop a New York state health benefit plan pricing report; provides that such report shall include a comparative analysis of actual hospital in-network allowed amounts and out-of-network allowed amounts for each hospital facility located in the state of New York; specifies service categories.
Directs the state department of social services to establish and maintain a community doula directory for doulas for the purposes of Medicaid reimbursement and promoting doula services to Medicaid recipients.
Relates to utility intervenor reimbursement to a participant for its reasonable costs of participation in any proceeding before the Public Service Commission (PSC).
Establishes an emergency heating energy assistance program benefit to provide emergency assistance to certain households where such household is threatened with shut-off or an energy emergency due to nonpayment.
Imposes an excise tax on the failure of certain hedge funds owning excess single-family residences to dispose of such residences; establishes the housing down payment trust fund to provide funds to state housing finance agencies to establish new or supplement existing programs that provide down payment assistance to families purchasing homes within the state.
Requires any contract or retainer agreement between a property owner and an attorney for legal services related to the filing and appearance before a board of assessment review regarding complaints in relation to assessments shall include a written disclosure that such complaints in relation to assessments can be completed without the assistance of an attorney.
