Prohibits confidentiality and non-disclosure provisions from inclusion in contracts pertaining to economic development, entered into by the state or a municipality or any party negotiating on behalf of such governmental entity.
Removes dealers of ammunition from certain provisions that require the use of certain merchant category-codes by payment card networks for firearm merchants.
Eliminates the requirement that when the board of education enters into a piggyback contract with another school district that transports students pursuant to a contract with a private transportation contractor, the board finds that the entry into the piggyback contract will result in a cost savings to the school district.
Allows an adult home, enriched housing facility, assisted living residence or special needs assisted living residence to provide for nursing services in the facility that are not continual, either by arrangement with a provider of nursing services or by employment.
Requires every utility corporation to provide an expenditures and lobbying report by March 31, 2026 and every semi-annual period thereafter to the department of public service.
Establishes an emergency heating energy assistance program benefit to provide emergency assistance to certain households where such household is threatened with shut-off or an energy emergency due to nonpayment.
Defines the term "construction projects" to mean the construction, reconstruction, rehabilitation or improvement of any school building where a district receives any apportionment for debt service or building aid and the school building is sited within the Long Island region; provides that each contract involving the award of a construction project shall require the use of a project labor agreement for all contractors and subcontractors on such project.
Requires towns having a population of five hundred thousand persons or more to develop and implement a communications strategy to promote summer jobs, job fairs, workforce development training centers and information about civil service testing to town residents and to conduct an annual dialogue on race, equity and inclusion; requires the Town of Hempstead to track data over time and publish a report and to conduct DEI training.
Relates to parole eligibility for certain incarcerated persons age fifty-five or older if they have served at least fifteen years of their sentence or sentences.
Enacts the empire state licensing act to provide all New Yorkers with access to professional, occupational, commercial, or business licenses, permits, certificates, or related registrations regardless of an applicant's citizenship or immigration status, or lack thereof.
