Establishes a five-year window for any entity participating in the New York state supportive housing program (NYSSHP) in good standing with such program to participate in a request for proposal to increase their contract rates up to ESSHI levels.
Amends procedures required for the custodial interrogation of children to provide additional protections and for taking juveniles and sixteen and seventeen year olds into custody.
Provides for the issuance of certificates of registration for entities that manufacture or assemble zero-emissions vehicles and have no franchised motor vehicle dealers in New York if the sale of zero-emission vehicles in the state fail to meet certain targets.
Allocates fines imposed on real estate appraisers to the anti-discrimination in housing fund; provides that a fine not exceeding two thousand dollars may be imposed on real estate appraisers for certain acts or omissions.
Establishes the small business crime prevention services program to provide small businesses with information on strategies, best practices and programs offering training and assistance in prevention of crimes in and around the premises of small businesses or otherwise affecting small businesses, including but not limited to: assault, arson and other violent felony offenses; robbery, burglary, theft, identity theft counterfeiting, check and credit card fraud and other fraud; and vandalism, graffiti and other property damage; provides that information on eligibility and applications for financial assistance be made available to small businesses; authorizes the New York state urban development corporation to provide loans, loan guarantees, interest subsidies and grants to small businesses, municipalities, not-for-profit corporations or other organizations for the purpose of preventing crimes against small businesses or on the premises or in the vicinity of small businesses; makes related provisions.
Directs the department of health to develop state food guidelines for foods purchased, served, and sold by state agencies, programs, and institutions and on state property.
Relates to certain discriminatory practices; relates to the qualification of professionals in education; provides for the tolling of certain statutes of limitations; provides a private cause of action for a person who is qualified for a public contract who has been deprived of equal opportunity to such public contract.
Establishes a local authorities searchable subsidy and economic development benefits database; relates to the obligations of certain industrial development agencies and local development corporations.
Permits certain licensed athletic trainers who are licensed to practice in another state, territory or country to provide athletic training services to athletes and team personnel at a discrete sanctioned team sporting event or performance in this state.
Specifies conditions for the issuance of optional mobile or digital alternatives to driver's licenses and non-driver identification cards; prohibits law enforcement from seeking consent for phone searches during identity verifications using mobile or digital alternatives to driver's licenses and non-driver identification cards.
Provides that in instances involving alleged criminal offense or offenses committed by a person, whether or not formally on duty, who is a peace officer as defined in section 2.10 of the criminal procedure law and employed or contracted by a corrections agency, or is a peace officer as defined in subdivision twenty-five of section 2.10 of the criminal procedure law, concerning any incident in which the death of a person, whether in custody or not, is caused by an act or omission of such peace officer, the attorney general shall have the authority to transfer the investigatory authority and criminal jurisdiction under this section to an individual or individuals independent of the office of the attorney general.
Requires human breast milk banks, companies and cooperatives to comply with certain standards; provides for education and support of certain breastfeeding mothers.
Authorizes the county comptroller to examine and audit all accounts, contracts, books and records of such county's respective industrial development agency.
