Relates to the right to hold race meetings and races after sunset at Belmont Park, only at the main track in its current configuration, but only if such races conclude before 10:30 P.M. and only occur on Thursdays, Fridays or Saturdays.
Implements a state-wide plan to prevent and reduce the use of seclusion and physical restraint in schools; prohibits the use of seclusion, mechanical restraint, chemical restraint, and dangerous restraints that restrict breathing on students; authorizes annual appropriations to provide grants to school districts; provides for more rapid notice to parents if restraints or seclusion is used on a student.
Requires home health care professionals to use the adverse childhood experience questionnaire in assessing the patient's health risks; makes Medicaid reimbursement of primary care providers contingent upon such use; requires the department of social services to report to the senate and assembly health committees.
Relates to the establishment of free childcare centers in every court in the unified court system for the minor children and dependents of jurors, parties in civil cases, and criminal defendants.
Requires service companies to obtain liability insurance coverage sufficient to cover the value of property consigned to or deposited with such business by customers of the business; requires service companies to display a certificate of insurance; provides remedies for violations.
Expands coverage for pregnant and postpartum individuals and their children; establishes a health expense account program for pregnant and postpartum individuals; requires the creation of informative pamphlets on maternal depression.
Relates to access to appropriate drugs at reasonable prices, formulary exceptions, standing prior authorizations and external appeals; to access to retail pharmacies, prescription synchronization, limits on patient drug costs, explanations of benefits and rebates; to prescription drug synchronization; to pharmacy benefit management; and to limits on copayments and drug substitutions.
Prohibits discrimination against and harassment or bullying of students by other students on school property or at a school function; requires schools to investigate reports of bullying; requires schools to adopt a written, plain-language anti-bullying and harassment policy; requires school employees to report incidents of bullying or harassment.
Designates the Nassau-Suffolk transportation coordinating committee as the metropolitan planning organization for Long Island; provides for the withdrawal of the Nassau-Suffolk coordinating committee from the New York Metropolitan transportation council.
Directs the office of children and family services to establish an outdoor, nature-based child care program to allow for the operation of licensed outdoor, nature-based child care classrooms which provide early learning services for preschool or school-age children in an outdoor space and that employ a curriculum with nature to teach enrolled children.
Provides that any one-way, round trip or multi-trip tickets purchased for use on the Long Island Rail Road or the Metro-North Commuter Railroad Company by a senior citizen or a person with a disability shall be valid at any time during the day or night.
