Allocates the Amistad commission to work alongside the department of education and on behalf of students in the state; repeals certain provisions relating to the Amistad commission; requires schools in the state to provide curriculum relating to Black history, slavery, and race.
Provides additional enforcement of housing maintenance code violations in the city of New York; requires the department of housing preservation and development to produce a list of owners/landlords with multiple violations; directs HPD to commence proceedings to be appointed as the administrator of buildings with multiple, longstanding violations; provides additional penalties.

Requires synthetic content creations system providers to include provenance data on synthetic content produced or modified by a synthetic content creations system that such provider makes available.
