Enacts the "beauty justice act"; provides for the regulation of ingredients in personal care products and cosmetics; prohibits the sale of personal care products and cosmetic products containing certain restricted products.
Establishes a task force on missing women and girls who are black, indigenous and people of color (BIPOC) to develop policy changes that will work to address the lack of care and concern for missing and murdered BIPOC women and girls with New York state governmental agencies.
Establishes a tax credit for farmers who maximize carbon sequestration potential through a "carbon farming" land management strategy; directs DEC to develop regulations related to certifying the amount of carbon sequestered or emissions reduced.
Relates to the disposal of seized perishable or canned foods; provide such foods should not be disposed of but should be donated to a food relief organization or homeless shelter.
Requires that each police officer and peace officer involved in the execution of a search warrant wear a functioning and unobstructed body camera that shall be active prior to and throughout the execution of the search and during any related action following the execution of the search warrant.
Requires the department of corrections and community supervision to create a family reunion program to provide eligible incarcerated individuals and their families the opportunity to meet for an extended period of time in a residential setting.
Alters the composition of the state board of parole to include members who shall adequately reflect the composition of the prison population in race, age, and geographic area of residence.
Requires abandoned property escheat to the Indian nation or tribe that historically occupied the land or to the nearest nation or tribe; establishes such land shall be tribal land.
Relates to parole eligibility for crimes committed at age twenty-one or younger; provides if such individual is convicted of a crime prior to their twenty-second birthday for which they were sentenced to a period of incarceration greater than 20 years, they shall be eligible for parole after twenty years of incarceration.
Deems individuals facing criminal charges as being incapable of consent when the actor is a police officer, peace officer or other law enforcement agent who knows or reasonably should know that such person is facing pending charges unless such person is a member of the same family or household as such police officer, peace officer or other law enforcement agent.
Relates to the continuity of family planning services in the state; establishes a family planning program in the department of health to ensure the continuity of family planning services in the state; covers family planning providers who lost eligibility for federal funding under Title X of the Federal Public Health Service Act.
Mandates transparency of the expenses of title insurance corporations, including marketing expenses, lobbying expenses, salaries and other forms of compensation and authorizes the department of financial services to lower title insurance rates if deemed excessive.
Relates to the treatment of domestic violence victims and documentation of injury and evidence; provides the type of evidence to be collected and maintained; provides that the office of victim services shall cover the costs of the domestic violence forensic exam; makes related provisions.
