Prohibits ballot harvesting; prohibits a person from submitting an application for an absentee ballot on behalf of a voter without notarized consent; permits family members, caregivers and other officials to submit applications.

Prohibits a government entity, its political subdivisions, agents or assigns from issuing regulations or guidance related to the COVID-19 virus without first getting approval from the state legislature.
Provides that the "Suicide Awareness and Remembrance Flag" shall be the official state flag for the raising of awareness of veteran suicide; directs the commissioner of general services to establish a protocol for the flying of such flag.
