Establishes a direct support wage enhancement to employees that provide direct care support or any other form of treatment, to individuals with developmental disabilities and whose income is less than $125,000.
Establishes a pilot program to create an assistance hotline for individuals with intellectual and developmental disabilities and complex behavioral needs.
Establishes the "blue-ribbon commission on the future of New York state's service delivery system for individuals with intellectual and developmental disabilities act" to conduct a study and prepare a report to examine, evaluate and make recommendations for systemic reforms to ensure a sustainable set of supports and services that meets the evolving needs of all individuals with intellectual and developmental disabilities; provides for the repeal of such provisions upon expiration thereof.
Enacts the "Renewable Capitol act"; requires the office of general services, in consultation with the power authority of the state of New York, to ensure that all operations that power, heat or cool the empire state plaza complex shall entirely use renewable energy systems; requires the office of general services to establish an advisory committee to advise the office of general services on the preparation, design and content of a plan for the use of renewable energy systems.
Requires each agency to develop and implement a five-year accessibility plan, to include: the steps the agency is taking and will be taking over the next 5 years to ensure accessibility to the agency's facilities, services, and programs for persons with disabilities, and information on ongoing projects and projects planned over the next 5 years related to improving physical, digital and programmatic access, and effective communications for persons with disabilities.
Extends for two years the requirement for OPWDD to give a 90-day notice to the Senate, Assembly, and labor organizations of any closures or transfer of a state operated individualized residential alternative.
Requires the office for people with developmental disabilities to submit a detailed report of proposed savings and investment initiatives within the executive budget.
Establishes a tax deduction for expenses not in excess of five hundred dollars paid by eligible qualified personnel or an eligible service coordinator for early intervention supplies.
Directs the department of transportation to conduct a traffic and planning study on the feasibility of transforming the Harriman campus in connection with the relocation of the Wadsworth Laboratory at Harriman; directs a report on the findings of such study to be delivered within one year of effectiveness.
Relates to the authority of the capital district regional off-track betting corporation to retain and disburse certain uncashed tickets to the corporations' participating counties.
Relates to the reimbursement of local services provided to persons with a disability; provides for retroactive reimbursement if local services were furnished prior to approval.
