HOUSE RESOLUTION RECOGNIZING AND THANKING THE HONORABLE ARTHUR G. CAPALDI ON HIS RETIREMENT AFTER MORE THAN FIFTY YEARS OF DEVOTED SERVICE TO THE STATE OF RHODE ISLAND AND THE CITIZENS OF COVENTRY
Establishes a revolving fund to assist first-time home buyers and veterans to purchase a home in Rhode Island by issuing grants of up to forty thousand dollars ($40,000).
Eliminates the gross earning tax for every corporation whose principal business is manufacturing, selling, distributing and/or transmitting current of electricity and natural gas to be used for light, heat, or motive power.
Provides tax credits to an entity that relocates any part of the United States supply chain to Rhode Island. This act also provides tax credits and incentives to an entity that re-shores manufacturing production lines to Rhode Island.
Replaces the tax sale auction process with a real estate broker listing of the land for fair market value and any surplus proceeds realized upon sale shall be paid to the owner of the real estate at the time of the sale.
Mandates that any surplus state tax revenue received in any fiscal year be refunded to the taxpayers of this state on a proportional basis in relation to the personal income tax liability incurred by the taxpayers in that fiscal year.
Repeals the sunset for the small business assistance program and permanently extends the program beyond the scheduled expiration date of December 31, 2024.

Prohibits the department of environmental management from adopting motor vehicle emissions standards based on California's promulgated standards. It also requires any rules or regulations related to said standards be repealed.
Provides that any renewable energy project that cannot certify a net reduction of carbon emissions through scientific studies, using the best practices as defined in ISO LCA standards 14040 and 14044, be prohibited or discontinued by the PUC.
Establishes election day as a day of special observation in the State of Rhode Island. The act would also restrict the use of mail ballots in elections.
Prohibits gender transition procedures for all minors, uses of public funds for that purpose, discipline for health care providers for providing same, a thirty (30) year statute of limitation, right to a civil action for damages.
