Authorizes the department of environmental conservation to independently add to the lists of prohibited and regulated invasive species on an emergency basis pending review by the department of agriculture and markets in consultation with the New York invasive species council.
Directs the department of environmental conservation to establish a perfluoroalkyl and polyfluoroalkyl substances removal treatment installation grant program, providing a one-time grant to private well users for the installation of PFAS treatment or service connection to a public water system; directs the department of environmental conservation to establish a perfluoroalkyl and polyfluoroalkyl substances removal treatment maintenance rebate program, providing a rebate to private well users for the maintenance of PFAS treatment equipment.
Authorizes the commissioner of parks, recreation and historic preservation to permit composting facilities at state parks when such facility does not harm the natural environment or integrity of the park.
Directs the commissioner of corrections and community supervision to study gender disparity in resources provided to incarcerated individuals and make a report to the governor and the legislature of his or her findings, conclusions and recommendations.
Requires the commissioner of corrections and community supervision to make correctional facility water testing results accessible directly to incarcerated individuals and correctional facility staff in such facilities and make such water testing results available to the public on the website of the department.
Directs the commissioner of the division of criminal justice services to study gender disparity in sentencing outcomes and make a report to the governor and the legislature of his or her findings, conclusions and recommendations.
Bans paper receipts for certain purchases; requires businesses to provide proof of purchase electronically, unless a proof of purchase is otherwise required by state or federal law.
Enacts the "all electric ATVs act"; requires a study to be conducted on the feasibility of installing electric ATV charging stations along all state-maintained trails where use of ATVs is permitted, with the goal to have 100% all electric ATVs within the state by 2035; increases the weight limit of ATVs to 2 thousand pounds dry weight; amends fee schedules for registration of ATVs; directs a portion of funds collected from registration of electric ATVs to be donated to the federal EPA.
Directs the commissioner of the department of environmental conservation to promulgate rules and regulations establishing targets for the sales of zero emissions medium and heavy duty vehicles in the state.
