Prohibits a municipality from relocating migrants from such municipality to another municipality in New York unless and until a resolution authorizing the relocation has been adopted by the governing bodies of both the municipality to which the migrants are to be relocated and the county in which the receiving municipality is located; mandates written notice prior to location; provides for a fine for violations.
Establishes the New York state commission on out-migration which examines why the state of New York is losing residents and offering recommendations to reverse such trend.
Relates to providing additional reimbursement to school districts for expenses incurred as a result of an influx of migrant students entering the schools of the districts; directs the governor to submit chapter amendments to the Aid to Localities budget.
Requires that all comments and testimony made by a third party either in support or opposition in a parole hearing shall be considered when coming to a decision; adds provisions relating to confidentiality of victim statements.
Restores judicial discretion relating to bail reform; provides that when the defendant is charged with a felony, the court shall request of the applicable county pre-trial services agency a risk and needs assessment be conducted on the eligible defendant for the purpose of determining whether such defendant should be released on the defendant's own recognizance, released under non-monetary conditions or, where authorized, bail or commit the defendant to the custody of the sheriff; defines risks and needs assessment; makes related provisions.
Enacts the "credit for rural broadband act"; provides for a refundable tax credit for costs paid for new construction of new broadband networks to residences and small businesses located in rural, unserved areas.
Relates to the regulation of social media companies and social media platforms; provides for age requirements for the use of social media and parental consent; prohibits certain data collection from social media accounts; limits the hours a minor can have access to social media; establishes penalties for violations.
Establishes a task force for the review of the state administrative procedure act to ensure that administrative rulemaking, adjudication and licensing is consistent, uniform, and not unnecessarily burdensome for regulated entities.
Makes life imprisonment without parole mandatory for defendants convicted of murder in the first degree or second degree and the victim is a police officer, peace officer, first responder or correctional officer.
Requires that notice be provided to any officer or employee of the department of corrections and community supervision whose personal information is the subject of a subpoena duces tecum.
Relates to authorizing local or regional accidental fatality review teams; authorizes an accidental fatality review team to be established at a local or regional level, with the approval of the department of health, for the purpose of investigating the unexpected or unexplained death of any person including but not limited to deaths suspected to be caused by overdose or suicide.
Establishes the offense of aggravated reckless driving and allows for the seizure and forfeiture of vehicles used in connection with reckless driving or aggravated reckless driving.
Requires the Empire State Development corporation's broadband program office to assist in the provision and expansion of broadband internet access service and to address inequities in the availability of such service.
