Requires the reinstatement of certain officers and employees of the city of New York who were dismissed from employment due to a COVID-19 vaccine requirement including retirees, vested members and members terminated without a one-year limit on return.
Establishes the New York state equine industry board, to advise and make recommendations to the state agencies on state government plans, policies and programs affecting all aspects of equine industry, and in such areas as its experience and studies may indicate to be appropriate.
Provides that a person is guilty of criminal mischief in the third degree when such person intentionally damages property of another person to promote or suppress a political ideology, or otherwise as an expression of political ideology.
Establishes the division of the crime victims' statewide advocate to represent crime victims' and witnesses' legal interests during discovery and trial and assist with victim compensation applications.
Provides for a grace period until July 1, 2025, in which former employees of the department of corrections and community supervision that participated in a strike may return to full duty without discipline.
Grants volunteer firefighters and emergency medical technicians academic credit at state operated institutions of the state university of New York and the senior colleges of the city university of New York to the extent of three academic credits per year, and 6 credits in the aggregate; provides that no fee, tuition or other charge shall be assessed against a volunteer firefighter or emergency medical technician who qualifies for such credit; directs the board of trustees of the state university and the city university of New York to adopt necessary procedures.
Requires the commissioner of economic development, in cooperation with the commissioner of agriculture and markets and the state liquor authority to establish procedures for proposing to the governor nominations for annual awards to be known as "New York state liquor retailers awards", "New York state beer retailers awards", "New York state cider retailer awards", and "New York state mead retailers awards"; requires the commissioner of economic development to promote state policies that will encourage the production and sale of New York labelled beers, ciders, liquors, and mead.
Authorizes the imposition of bail for certain offenses involving the sale or possession with intent to sell of a controlled substance or a synthetic opioid.
Provides exceptions to the three-year prohibition of employment with the New York state gaming commission; excludes starters from the three-year prohibition; allows the commission to provide exceptions during the hiring process.
