Relates to decreasing the length of the suspension period applicable to certain individuals who lose their jobs due to a labor dispute, such as a strike, and who seek to obtain unemployment insurance benefits; decreases the suspension period from two consecutive weeks to one week; provides that the waiting period and suspension period shall be served concurrently.
Prohibits telephone corporations from charging a caller any increased rates, charges, or fees for long-distance or other calls without first notifying such caller.
Provides that each electric corporation shall establish a unique priority phone number that shall remain in operation every day of the year for customers who have documented their need for essential electricity for medical needs; makes related provisions.

Relates to the residency requirements of certain public officers of political subdivisions or municipal corporations of the state; prohibits certain officers from being required to forego or make a payment or satisfy a levy due to such person becoming a nonresident of the political subdivision or municipal corporation of the state.
Requires abandoned property escheat to the Indian nation or tribe that historically occupied the land or to the nearest nation or tribe; establishes such land shall be tribal land.
