Enacts the "renewable energy bill of rights"; declares that each natural person who is a resident of this state has the right to generate, consume and export renewable energy.
Enacts the safe schools by design act; directs the use of design principles and strategies, pursuant to guidance issued by the commissioner of education, as part of a comprehensive approach to provide a safe, secure and healthy school environment.
Relates to establishing an urban deer management pilot program; authorizes the department of environmental conservation, after a review of the site-specific deer management plan, and upon a finding that deer have become a nuisance, destructive to public or private property or a threat to public health or welfare, to issue a certified nuisance wildlife specialist a deer cull permit; defines terms.
Requires the chief administrator of the office of court administration to establish a searchable public database providing information regarding eviction proceedings in the state; directs the chief administrator to adopt rules directing village, town or other local courts to report their eviction proceeding data to the office of court administration.
Provides that the existence of an infestation of pests in a premises occupied for dwelling purposes is a breach of the warranty of habitability, and requires a landlord to keep premises occupied for dwelling purposes free from an infestation of pests, prevent the reasonably foreseeable occurrence of such a condition and expeditiously remediate such condition and any underlying defect.
Provides a municipal renewable energy system siting database for municipalities interested in siting renewable energy systems on available land within their boundaries; allows municipalities to publish their renewable energy goals and facilitate the development of renewable energy systems.
Authorizes the chief administrator of the courts to promulgate rules authorizing an electronic filing program for commencement of civil actions and proceedings and filing and service of papers in town and village courts.
Requires applications for licenses granted by certain entities to include specific information to enable such entities to evaluate such license applications for compliance with the goals set forth in the New York state climate leadership and community protection act.
Enacts the "Renewable Capitol act"; requires the office of general services, in consultation with the power authority of the state of New York, to ensure that all operations that power, heat or cool the empire state plaza complex shall entirely use renewable energy systems; requires the office of general services to establish an advisory committee to advise the office of general services on the preparation, design and content of a plan for the use of renewable energy systems.
Extends the time period from eighteen years to twenty-five years that a school shall be guaranteed recovery of energy performance contract costs from energy savings incurred by school districts over that time period.
