Relates to the general civil penalty of the environmental conservation law; provides that in addition to the fines, such person may be enjoined from continuing such violation and any permit or certificate issued to such person may be revoked or suspended, or a pending renewal application may be denied.
Relates to the exercise of powers and duties of the board of elections of the city of New York and its executive management; provides for equal representation among certain employees of the board of elections; relates to qualification and removal of certain employees of the board of elections.
Provides for the adjustment of the minimum amount of tax delinquency for which the driver's license of a taxpayer may be suspended, based on inflation; prohibits inclusion in the license suspension program of a taxpayer who receives public assistance or supplemental security income, or whose income does not exceed 250% of the poverty level; authorizes the commissioner to grant exemptions to taxpayers whose payment of past due tax liabilities would create a hardship to the taxpayer in meeting necessary living expenses.

Establishes a state SNAP minimum benefit program to provide a minimum amount of supplemental nutrition assistance program benefits that is higher than the amount of federal SNAP benefits.
Provides that the existence of an infestation of pests in a premises occupied for dwelling purposes is a breach of the warranty of habitability, and requires a landlord to keep premises occupied for dwelling purposes free from an infestation of pests, prevent the reasonably foreseeable occurrence of such a condition and expeditiously remediate such condition and any underlying defect.

Establishes an energy project revolving loan program and energy project revolving loan fund to encourage the development of renewable energy generating projects by awarding financial assistance for certain zero-emission energy generation projects.
Establishes a native plant and seed supply, development and enhancement program; requires the commissioners of the departments of agriculture and markets, environmental conservation and economic development to develop a list of plants and seeds eligible for consideration in such program; makes related provisions.
