Establishes equitable repair and maintenance standards for mixed income residential buildings with twenty or more units to prevent the use of repair and maintenance services as a form of tenant harassment.
Relates to providing medically accurate instruction regarding human immunodeficiency virus (HIV) and acquired immune deficiency syndrome (AIDS) in all elementary and secondary schools.
Enacts the "limited equity cooperative insurance captive authorization and county cap act" to enable limited equity cooperatives in the state of New York to establish insurance captives to enhance their ability to manage risks, improve insurance coverage, and promote financial stability.
Provides that certain persons who are not residents of the state but who have resided in the state for a certain period of time and meet certain criteria shall be eligible for in-state tuition rates.
Requires continuing teacher and leader education to include courses, programs and activities related to immigrant focused trauma-informed practices to support students who are dealing with adverse childhood or adolescent experiences as a result of immigration status.
Prohibits the use of biometric surveillance technology by law enforcement; establishes the biometric surveillance regulation task force; provides for the expiration and repeal of certain provisions.
Relates to the establishment of a single computerized state DNA identification index; requires municipalities to expunge any DNA record stored in a municipal DNA identification index.
Directs the New York state energy research and development authority to establish a ride clean rebate program for electric assist bicycles and electric scooters; defines terms; provides a fifty percent rebate for eligible purchases.
Requires public agencies to establish preliminary license application procedures to determine whether an applicant for a license would be ineligible for such license based on criminal history; establishes time frames for public agencies to respond to such applications; requires public agencies to report information regarding granting licenses annually.
Enacts the "gender identity respect, dignity and safety act"; relates to the treatment and placement of incarcerated individuals based upon gender identity; requires that incarcerated individuals in state and local correctional facilities who have a gender identity different from their assigned sex at birth be addressed and have access to commissary items, clothing and other materials that are consistent with the person's gender identity; establishes that incarcerated individuals shall be presumptively placed in a correctional facility with persons of the gender that most closely aligns with such person's self-attested gender identity unless the person opts out of such placement.
Requires cultural awareness and competence training for medical professionals, including two hours of course work or training encompassing minority healthcare issues; provides an exemption for certain individuals; requires hospitals and facilities to request documentation of the completion of training from employees and prospective employees.
