Relates to the terms and conditions of employment for members of the collective negotiating unit consisting of troopers in the division of state police and salary schedules for members of such unit; relates to the employee benefit fund for members of such unit; provides for the payment of overtime pursuant to the terms of any agreement (Part A); relates to the terms and conditions of employment for members of the collective negotiating unit consisting of commissioned and non-commissioned officers in the division of state police and salary schedules for members of such unit; relates to the employee benefit fund for members of such unit (Part B).
Provides for comparable salary and other benefits for state employees designated managerial or confidential which shall not be withheld unless an employee has received a formal written performance evaluation rating of unsatisfactory or its equivalent.
Removes post-retirement earnings restrictions for New York city department of correction uniformed personnel with respect to a retiree subsequent to such member's earliest eligibility date for service retirement.
Relates to actions and proceedings seeking an abatement of rent based on violations of the housing maintenance code, applicable housing standards, the building code, or the health code; relates to the number of housing judges assigned to certain actions.
Establishes an optional twenty-five year retirement plan for certain public safety dispatchers, public safety telecommunicators, 911 operators, communications officers, police communication technicians, emergency services operators and emergency services dispatchers employed by the state, or a county or municipal emergency services department.
Excludes the five state-run veterans homes from assessments on their gross receipts received from all patient care services and other operating income; directs the Commissioner of Health to apply to the secretary of the Department of Health and Human Services for any necessary waivers pursuant to federal law and regulation.
Expands the scope of duties for public employers to prevent workplace violence including additional training, the creation of incident logs, expanding inspections and providing the commissioner the ability to enforce such provisions to prevent workplace violence.
Requires the office of parks, recreation and historic preservation to develop and approve operational safety plans prior to the deployment of any employee in hazardous conditions; requires the plan to include a comprehensive risk assessment identifying potential hazards associated with the deployment, mitigation measures to address identified risks, detailed information on team composition, identification of an on-site authorized person responsible for overseeing operations, a clear chain of command, emergency contact information for all team members, and evacuation procedures.
Relates to increasing the amount of the childcare center tax abatement for certain properties in a city having a population of one million or more for abatements taken in a tax year commencing on or after July first, two thousand twenty-five; provides that no such childcare center tax abatement shall be authorized for any tax year commencing on or after July first, two thousand thirty-two; extends the deadline for application for such childcare center tax abatement to March fifteenth, two thousand twenty-seven.
Provides that gas, electric, or combination gas and electric corporations shall not be permitted to retain revenues derived from their actual return on equity in excess of authorized rates of return on equity.
Strengthens protections against discrimination, harassment, and bullying based on actual or perceived immigration status, and to improve implementation and oversight under the Dignity for All Students Act.
