Directs the department of environmental conservation and the office of parks, recreation and historic preservation to establish a three year hiking trail safety pilot program.
Provides a state income tax exemption for volunteer firefighters and volunteer ambulance workers who have qualifying service in the taxable year for which such exemption is sought.
Establishes a separate states working group to conduct a study on Long Island statehood which includes a cost benefit analysis on Long Island statehood.
Permits alternate members of certain planning boards and zoning boards of appeals for any reason the town board deems necessary pursuant to local law, rule, regulation or ordinance.
Relates to county-wide shared services panels; includes library districts within county-wide shared services panels; establishes the municipal efficiency fund to provide counties with awards of matching funds upon certification by the department of state.
Prohibits electric, gas, telephone, cellular telephone, television, internet, energy, water services or any other utility providers from imposing additional fees related to administrative surcharges, fees for non-use or any other charges to customers living at their primary residence who are over sixty-five years of age or who have a developmental disability.
Directs the public service commission to conduct a full cost benefit analysis of the technical and economic feasibility of renewable energy systems in the state of New York and to compare such directly with other methods of electricity generation; makes certain changes relating to greenhouse gas emissions limits.
