Amends, repeals, and adds to existing law to revise provisions regarding tax rates, school facilities funding, and school district bond and tax levy elections.
Adds to existing law to provide that health benefit plans and student health benefit plans covering prescription contraception must provide reimbursement for a six-month supply except under certain circumstances.
Adds to existing law to allow certain labels to satisfy any requirements for a warning regarding health or safety or any other provision or doctrine of state law.
Amends existing law to revise penalties for a failure to possess required motor vehicle insurance and to provide for the towing of a vehicle in certain circumstances.
Amends existing law to revise the definition of “school age” to include children who are four years of age and to provide that it is not compulsory for school districts to establish kindergarten preparedness programs and it is not mandatory for an eligible child to attend such a program.
States findings of the Legislature and encourages all agencies and departments of this state to implement a financial plan that includes a spending plan, a revenue plan, and a cash management plan each fiscal year.
