He graduated from Lakeland High School in Florida in 1982 and later earned a Bachelor of Science degree from the United States Naval Academy in 1986. Franklin also holds an MBA from Embry-Riddle Aeronautical University, which he completed in 1994. His military career spanned from 1986 to 2000 in the United States Navy, followed by service in the Navy Reserve until 2012. In addition to his military career, Franklin has experience as a small business owner, operating an insurance agency.
