Establishes that any person who knowingly engages in a repeated course of cyberbullying of a minor is guilty of an unclassified misdemeanor punishable by a fine of not more than one thousand dollars, or by a period of imprisonment not to exceed one year, or both.
Grants a sales and compensating use tax exemption for the sale of items designed to ensure the safe handling and storage of firearms including safe storage depositories, firearm safety locks and trigger locks.
Establishes a coordinated law enforcement adult rescue "teal alert" for missing adults; provides that local law enforcement agencies notify the division of criminal justice services about missing adults; provides that such division shall issue an alert about such missing adult.
Increases the handling fee paid by a deposit initiator to a dealer or operator of a redemption center from three and one half cents to five cents per container; decreases the amount of quarterly payments a deposit initiator must pay the commissioner of taxation and finance from eighty to forty-seven percent of the balance of initiator's refund value account; provides for registration as a redemption center.
Provides that the tax on premium cigars shall be at the rate of seventy-five percent of the wholesale price or fifty cents, whichever is less, and is intended to be imposed only once upon the sale of any premium cigars; defines "premium cigar"; provides for the repeal of such provisions upon expiration thereof.

Establishes the governor's military council for purposes of growing and protecting major military activities in the state, to leverage such military activities into creating additional defense-related jobs, and to help local units of government improve the quality of life of members of the armed forces and their families in New York state.
Includes falsely reporting incidents in an attempt to bring about the dispatch of a large number of police officers to a particular address or location as a felony offense under the crime of falsely reporting an incident in the second degree.
