Directs the commissioner of transportation to conduct a study on the implementation of traffic control devices at intersections with a high volume of visual and hearing impaired pedestrians.
Allows persons participating in certain formal ceremonies to possess a firearm, rifle or shotgun, provided that such person has received prior approval from the municipality or other appropriate entity.

Provides free hunting, fishing, and trapping licenses for residents who participated in the World Trade Center rescue, recovery, or cleanup and who suffered a permanent disability.
Prohibits sex offenders who are on parole or probation, or conditionally discharged from being upon or within 1,000 feet of the premises of any facility providing child day care, while any person under 18 years of age is present.
Relates to increasing the class for certain vehicular crimes and enacting Kane's law; increases the class of vehicular manslaughter in the first and second degrees, aggravated vehicular homicide, and aggravated unlicensed operation in the first degree.
Relates to decreasing the length of the suspension period applicable to certain individuals who lose their jobs due to a labor dispute, such as a strike, and who seek to obtain unemployment insurance benefits; decreases the suspension period from two consecutive weeks to one week; provides that the waiting period and suspension period shall be served concurrently.
